Every water storage decision is really a floor-space decision. The two-week target FEMA recommends for a family of four works out to 56 gallons, and 56 gallons has to live somewhere: under beds, in a closet, along a garage wall. So the useful way to compare containers is not "which is best" but gallons per square foot, weighed against two quieter costs, the rotation burden each container imposes and what each stored gallon effectively costs over the years you keep it. Retail bottled water cases

The 24-pack of 16.9 fluid ounce bottles holds about 3.17 gallons, so the family-of-four two-week target is roughly eighteen cases. Cases are the easy on-ramp: sealed, portioned, commercially packaged, and essentially rotation-free within their marked dates. Their weaknesses are density and long-run cost. A case spends a lot of its volume on packaging and air gaps, so gallons per square foot is poor, and because you are buying retail drinking water repeatedly as dates roll over, each stored gallon costs the most of anything on this page over time. Cases earn their place as the grab-and-go layer and the first dozen gallons, not as the backbone of a large supply.

Five to seven gallon stackable jugs

The mid-size jug is the workhorse class, and its defining virtue is that it sits exactly at the limit of what a person can move. Water weighs a little over 8 pounds per gallon, so a 5-gallon jug is roughly a 40-pound lift and a 7-gallon jug pushes toward 60; anything bigger stops being portable at all. Jugs stack, which repairs the density problem cases have, they refill from the tap for the cost of the container itself, and they carry a moderate rotation burden: empty, rinse, and refill on a schedule you set. The 55-gallon drum

The drum wins gallons per square foot outright: one barrel on a couple of square feet of floor covers the family-of-four two-week target almost by itself. It also has the lowest long-run cost per stored gallon, since the container is bought once and refilled from the tap indefinitely. The trade-offs are equally blunt. A full drum weighs on the order of 450 pounds and will never move again, so its first location is its final one, on a surface that can take the load and never directly on bare concrete without a barrier. Bathtub liners as surge capacity

One class works on a different clock. A bathtub liner is a food-grade bag that fills from the tub faucet in the window between a storm warning and the water going out, turning a fixture you already own into a sealed reservoir of clean water. As surge capacity it is unbeatable: near-zero storage footprint the other 51 weeks of the year and a large volume exactly when you want it. Its limits are just as clear. It only works with warning, it occupies your tub for the duration, and an unfilled liner in a closet is zero gallons. Treat it as a multiplier on a real stored supply, never a substitute for one.

Repurposed containers: the milk jug trap

Reusing containers is honest thrift with one famous failure mode. Milk jugs are the wrong vessel twice over: milk residue is nearly impossible to wash out completely and feeds bacterial growth, and the thin plastic is designed for a short life, turning brittle and leaking at the seams, often quietly, onto whatever the jug was stored above. Two-liter soda bottles are the acceptable cousin. The plastic is sturdier, the caps seal well, and sugar residue actually washes out; clean them with soap and water, sanitize, rinse, fill, and date them. The cost per stored gallon is effectively zero, which makes soda bottles the budget backbone, with the caveat that dozens of small bottles carry the highest rotation and labeling burden per gallon of anything here.

Choosing a mix

Almost nobody should pick one class. The pattern that fits most households is a few cases for portability, jugs or cleaned bottles as the refillable core sized to the space you actually have, a drum only if you own a permanent spot for it, and a tub liner as the free option on top. Whatever the mix, the arithmetic is the same: containers you have filled, dated, and can find are supply, and everything else is intention. And keep the target honest: one gallon per person per day is a floor, not an average, since children, nursing mothers, illness, and hot weather all push it up, and the official guidance if supplies run low is never to ration drinking water. Store enough containers that rationing never becomes the question.
